Within the month, the implementation of the Digital Employee Card will gradually begin in the private sector, as the digital installation and implementation of the card in all public utilities is currently being completed.

In October, we are one step closer to the implementation of the Digital Employee Card in the private sector since the process for public utilities has already been completed. Specifically, the installation and implementation of the card is to be combined with the passage of the bill in Parliament later this month. The aim is to put it into effect as soon as possible, given that the labor bill currently under consultation provides for something particularly important on this issue: reduction of bureaucracy and abolition of the obligation for businesses to declare in advance overtime and working hours in the Ergani information system, as these are now transferred to the end of the month.

The consequence of this is that Ministry of Labor officials are moving to speed up implementation. According to existing data, the system works perfectly in large businesses such as supermarkets, banks, security companies and insurance companies. The measure seems to be working on a practical level, as checks conducted on businesses have resulted in significant fines for non-compliance with working hours etc.

According to the Minister of Labor, the Digital Employee Card is now gradually starting to be applied to other businesses, including smaller ones, and the process is expected to be completed by the end of the month. According to the Minister, deliberation with the different industries has already started, so that the measure can be implemented in such a way that it is linked to the operation of businesses in each sector separately, always in accordance with the specific requirements.

In this regard, the Labor Bill includes a variety of provisions for businesses that will make use of the Digital Employee Card. These provisions are expected to work beneficially when they become mandatory for said industries, according to experts, although they were created to function as an incentive to implement the card outside the timetable. In practice, the start and end of working time, as well as the legal excess of working time declared from the outset, will be proven in real time. As a result, the significant administrative burden for businesses using the card will be reduced.
